The RISE from Trauma Act (S. 1426 and H.R. 4541) would expand the trauma-informed workforce in schools, healthcare settings, social services, first responders, and the justice system and increase resources for communities to address the impact of trauma.

Specifically, the bill:

Creates a new U.S. Health and Human Services (HHS) grant program to fund community-based coalitions that coordinate stakeholders and deliver targeted local services to address trauma
Creates a new HHS grant program to support hospital-based trauma interventions, such as for patients that suffer violent injuries, to address mental health needs, prevent re-injury, and improve long-term outcomes
Increases funding for the National Health Service Corps loan repayment program to recruit more mental health clinicians—including from under-represented populations—to serve in schools
Enhances federal training programs at HHS, the U.S. Department of Justice, and the U.S. Department of Education to provide more tools for early childhood clinicians, teachers, school leaders, first responders, and community leaders
Reauthorizes four critical federal programs that Durbin, Capito, Murkowski, and Davis helped to pass in 2018: the Interagency Task Force on Trauma-Informed Care, National Child Traumatic Stress Network, the CDC’s ACEs Data Collection program, and SAMHSA’s Trauma Support in Schools grant program

Trauma is common and pervasive. 70% of U.S. adults have experienced at least one traumatic event, and 46% of U.S. children have experienced at least one event by age 18. Trauma is the underlying cause of many pervasive challenges nationwide, including substance abuse, suicide, gun violence, school dropouts, and poor health outcomes. Disproportionate impacts on communities can also be caused by historical, racial, and systemic trauma, social disadvantages, and cascading disasters. The RISE from Trauma Act holds immense potential to expand community capacity to address the impact of trauma and the trauma-informed workforce in schools, healthcare settings, social services, first responders, and the justice system. It will enhance our collective ability to recognize and address the negative impact of trauma on individuals and communities. This bill allocates resources to empower communities to proactively tackle the repercussions of trauma, promoting healing and resilience. It is important to emphasize that investing in trauma-informed approaches is a moral imperative and a financially prudent decision. Prevention and early intervention have repeatedly been proven to save lives and reduce the strain on public resources. By allocating funds towards trauma-informed initiatives, we can diminish the long-term consequences, alleviate the burden on systems (E.G., healthcare and education), and provide a brighter future for those who have experienced adversity. I ask you to consider supporting this important legislation, which will undoubtedly profoundly impact the well-being of communities nationwide. Many thanks for your time and consideration.
