Dear Senator: I am writing to you today as a member of a community of constituents concerned about the lasting impacts of trauma on the families and children in our community. I am requesting that you sign on as a co-sponsor of the bi-partisan Resilience Investment, Support, and Expansion (RISE) from Trauma Act, introduced by Senators Durbin, Capito, Duckworth and Murkowski. The trauma from Adverse Childhood Experiences (ACEs) makes them significant predictors of health and social problems for individuals regardless of income or social strata. For example, a 2019 W.H.O. study found that ACEs cost the United States over $748 billion a year just in lost productivity, which constitutes over 3% of our GDP. ACEs that contribute to this cost include domestic violence, depression, substance use disorders, incarceration, and child maltreatment. These adversities frequently co-occur with financial insecurity, limited employment mobility, housing instability, natural and public health disasters, and community violence. As we’ve seen, the pandemic exacerbated these stressful household and community conditions. Children, families, and communities need the support of trauma-informed and healing-centered approaches, settings and systems to overcome the short and long-term effects of the adversity of COVID, ACEs, and other traumas that are widely experienced. The bi-partisan RISE from Trauma Act will provide needed support for communities throughout our state and across the country in the following, critical ways: Community Response & Capacity: *Creates a new, $600M annual grant program to support community coalitions of stakeholders to plan and target efforts to address local trauma interventions. *Creates a new grant program for hospital-based trauma interventions for patients with violent injury, overdose, or suicide attempts to support recovery and prevent readmission; *Expands the number of federal grant programs that can deliver trauma services; *Expands the Performance Partnership Pilot, allowing federal agencies to work collaboratively, using discretionary funds to tackle the most pressing cross-agency priorities affecting child and family health; *Establishes training and certification guidelines to enable insurance reimbursement for community figures—such as mentors, peers, and faith leaders—to address trauma. Workforce Development: *Increases funding for National Health Service Corps clinicians serving in school settings; *Increases recruitment into health professions from individuals and communities that have experienced trauma; and *Enhances training programs and tools for aspiring and current early childhood clinicians, teachers, peer support specialists, faith leaders, first responders, and others. For these reasons, I strongly support the RISE from Trauma Act, and ask that you demonstrate your support by adding your name as a co-sponsor today.
